The final IDEA regulations, Part B, were published in the Federal Register August 14, 2006. The document is 305 pages long. Included in those pages are definitions, public comments, the Office of Special Education Programs analysis and response to those comments, the regulations, and an index. The comments and response to comments can be very helpful in understanding the rationale behind decisions leading to the final regulations.
